The Problem
Tijuana River sewage flows contaminate our beaches, threaten public health, destroy habitats, and force beach closures. Years of inadequate solutions have failed our community.
Our Solution
Upstream diversion in Mexico: Operate the PBCILA pumps 24/7 to divert sewage before it crosses the border. Data shows increasing diversion capacity from 1,000 lps to 2,600 lps reduces transboundary flow days from 138 to just 30 days per year—addressing the root cause rather than managing symptoms.
With proper operation and maintenance, we can reduce pollution by 78% without building new infrastructure.
